It comes from the Eurovision song contest at the weekend. This performance was actually not part of the contest but was the interval act performed to promote and tell stories about the host country, in this case Sweden. This year however, they decided to go for the comedy act and have made this amazing, bizzare but hilarious song and dance which was actually performed by the host herself!
